The California Public Budget Challenge: A Semester-Long Applied Budget Practicum is an experiential learning resource that helps participants move beyond reading about public budgeting and begin performing the analytical, collaborative, and communication work expected of public-sector professionals.
Designed for instructor-led courses and facilitated professional-development programs, the practicum places participants in the role of a Budget & Strategic Finance Team assigned to a California public agency. Through five connected milestones, teams develop an understanding of their assigned organization, assess its financial condition, respond to changing fiscal circumstances, evaluate competing priorities, prepare strategic resource-allocation recommendations, and present their conclusions in an executive-level budget briefing.
The guide is designed for graduate and advanced undergraduate students in public administration, public policy, government, public finance, and nonprofit management. It is also appropriate for faculty members, trainers, emerging budget and management analysts, public managers, and organizations seeking an applied approach to governmental budgeting and financial management.
